Description
The Kentucky Department of Education is a service agency of the Commonwealth of Kentucky, and part of the
Education and Workforce Development Cabinet. The department provides resources and guidance to Kentucky’s
public schools and districts as they implement the state’s P-12 education requirements. The department also
serves as the state liaison for federal education requirements and funding opportunities.
The department is led by an appointed commissioner of education, who is hired by and answers to the 11-member Kentucky Board of Education. Offices are administered by associate commissioners, and divisions within those offices are administered by division directors.
The department employs approximately 425 Frankfort-based workers; 175 employees in support of the Kentucky School for the Blind (Jefferson County) and Kentucky School for the Deaf (Boyle County); and about 518 employees at the 50 Area Technology Centers across the state.
Telework will not be permitted outside the state of Kentucky.

In accordance with KRS 161.220 the applicant selected for this position will become a member of the Teachers' Retirement System.

Responsibilities include but are not limited to the following:
- Provides overall management and direct supervision to staff administering regulations, processes and support local boards of education (BOE) related to capital construction projects, district facility planning, real property transactions; and the state-wide inventory of school buildings regarding age, physical condition and educational suitability to Kentucky's K-12 public school districts.; and perform other duties as assigned.
- Supervises work of Facilities Branch, including management of personnel, schedules and processes.
- Provides direct supervision to staff, including approval of leave requests, timesheets, and complete performance evaluations.
- Provides positive team leadership and effectuates change in branch as needed.
- Ensures the branch is providing appropriate customer service to local boards of education.
- Reviews and amends branch procedures and processes to ensure they are efficient and meet current needs.
- Provides staff with support and guidance in transactional work while supervising these efforts.
- Provides problem solving and resolutions for all district facility issues elevated to the District Facilities Branch.
- Provides presentations and training to local boards of education, professional associations, educational cooperatives and other state agencies related to school construction, district facility planning, and property.
- Assists assistant director and director in review and development of KY Board of Education waivers, potential legislation and administrative regulations.
- Supervises and supports branch staff in the administration of the standardized process for evaluating the overall quality and condition of all K-12 public school buildings across the state for assigned districts.
- Drafts communications relating to new policies, regulations, and processes.
- Fulfills open records requests and responds to commissioner's correspondence.
- Counsels, reviews and evaluates school districts and their consultants regarding district facility plans and property acquisition and disposal.
- Applies applicable statutes KRS 162.060, .160 and 45A.352 and regulations 702 KAR 4:160, 4:170. Reviews and evaluates design and construction documents for school districts not adopting HB727.

Minimum Requirements
EDUCATION:

EXPERIENCE, TRAINING, OR SKILLS:
Must have two years of experience as a licensed professional architect, licensed professional engineer, licensed professional landscape architect or certified interior designer.

SPECIAL REQUIREMENTS (AGE, LICENSURE, REGULATION, ETC.):
Must be licensed as a professional architect by the Kentucky Board of Architects https://boa.ky.gov/ , OR must be licensed as a professional engineer by the Kentucky Board of Engineers & Land Surveyors. https://kyboels.ky.gov/, OR, must be registered as a professional landscape architect by the Kentucky Board of Landscape Architects https://kbla.ky.gov/Pages/Index.aspx OR, must be certified as a Certified Interior Designer by the Kentucky Board of Architects https://kyboels.ky.gov/ Must maintain any required licensure(s), certification(s), or other credentials for the length of employment in this job classification. Working Conditions
Work typically is in an office setting and at sites proposed for acquisition by districts. Intermittent travel to districts, sites, educational cooperatives and training locations is generally required.
Probationary Period
This job has an initial and promotional probationary period of 6 months, except as provided in KRS 18A.111.
